“Can Telecom Argentina's mobile brand extend into a full consumer fintech platform — capturing wallet, card, savings, lending, and merchant acceptance — for Argentine consumers outside the traditional banking system?”
Personal Pay launched in 2020 as the digital wallet arm of Telecom Argentina's Personal mobile brand, operated by Micro Sistemas S.A. — a payment services company not authorized as a bank by the BCRA. The product started as a wallet for Telecom subscribers but expanded to all Argentines regardless of telecom provider. Over time it layered on investment-grade features (interest-bearing accounts, FCI exposure), a Visa prepaid card (including for minors), QR-based merchant acceptance, and personal loans, evolving from a telco loyalty wallet into a broader consumer fintech platform.
