“Can a Central-Bank-licensed digital wallet become the default financial super-app for the unbanked in francophone Africa by removing every physical banking barrier through 100% remote onboarding and a growing suite of free banking services?”
Founded in 2018 as Kaoun SARL, Flouci started as a digital-signature and mobile-payment utility app in Tunisia, riding the Banque Centrale de Tunisie's 2020 Regulatory Sandbox to gain legitimacy. Over 2021–2024 it pivoted from a pure payment tool into a full-service digital banking super-app, adding free current accounts, savings accounts, interbank transfers, and physical Visa card delivery — all without being a bank, operating instead through licensed partnerships with local banks. By 2025 Flouci was positioning itself as the financial OS for francophone Africa, targeting the unbanked with a 100% remote eKYC onboarding model and expanding its merchant-facing Payment Gateway and POS products.
