The story

Direct Express is a U.S. Treasury government program rather than an independent company — it is a prepaid debit card program run by a succession of bank financial agents on behalf of the Bureau of the Fiscal Service to deliver federal benefit payments (Social Security, SSI, Veterans) to approximately 3.4 million unbanked Americans. From inception through early 2025, Comerica Bank served as the financial agent and card issuer. In November 2024, BNY (Bank of New York Mellon) was selected as the new financial agent under a 5-year agreement beginning January 2025, with Comerica Bank continuing to operate the web/mobile platforms during the transition as a division of Fifth Third Bank, N.A. The program's embedded finance significance lies in its role as the largest government-administered prepaid debit card program in the U.S., serving a population with no traditional banking relationship.
