Can a legacy Moldovan bank modernise fast enough — through PSD2 compliance, digital SME lending, and bancassurance — to compete with European neobanks entering the CIS corridor?

The story

Victoriabank is one of Moldova's oldest and largest commercial banks, with nearly 35 years of history. It became part of Romania's largest financial group, Banca Transilvania, which has driven its modernisation agenda. The bank has been progressively adopting European fintech standards — most visibly by partnering with Salt Edge to become PSD2-compliant ahead of the national deadline, positioning itself as an ASPSP under Moldova's Law 209/2022. It has also invested in digital SME channels (VB24 Business, the Loan Cabinet) to reduce branch dependency.
