Can a small Virginia community bank survive after its bet on being a fintech BaaS sponsor drew OCC enforcement — or is being absorbed into HomeTrust the only exit?

The story

Blue Ridge Bank spent its first ~120 years as a small Virginia community bank (chartered 1893 as Page Valley Bank). Renamed in 2011, it grew via mergers with Virginia Community Bank (2019) and Virginia Commonwealth Bank (2021), then aggressively expanded into Banking-as-a-Service, taking on nearly 50 fintech partners. That strategy backfired: the OCC issued formal actions in 2022 flagging 'unsafe or unsound' practices in the BaaS program, forcing Blue Ridge to wind partners down to a 'limited number' by 2023. It is now being absorbed by HomeTrust Bank, effectively ending it as an independent BaaS sponsor.
