“Can Norway's nationally-owned payments and digital-identity infrastructure operator modernise and expand BankAxept and BankID into digital/online channels fast enough to remain the default domestic alternative to international card networks and Big Tech wallets?”
BankID BankAxept AS (now Stø AS) was created by and for Norwegian banks to operate two national-scale shared financial infrastructure products: BankID (electronic identity, authentication, and qualified signatures) and BankAxept (the national debit-payment network). Rather than building embedded finance on top of third-party providers, Stø AS is itself foundational infrastructure — the equivalent of a national-scheme operator analogous to iDEAL in the Netherlands or BankID in Sweden. The company has recently modernised its payment stack in partnership with TCS and is expanding BankAxept into online/e-commerce payments via a tokenised ePayment Platform (EPP), positioning Norway's domestic payment rails for the digital economy while complying with the EU's revised eIDAS regulation as a Qualified Trust Service Provider.
